About additional measures for forming of state programs of development of social and production infrastructure and the effective organization of processes of their realization

For the purpose of the timely, complete and high-quality program implementation of development of social and production infrastructure of the Republic of Uzbekistan and programs financed by budgets of budget system, implementation to the sphere of effective mechanisms of control and modern information technologies, further increase in responsibility of project participants and the controlling departments:

1. Create in structure of central office of the Ministry of Construction and Housing and Communal Services without formation of legal entity, within the approved general number of staff of the ministry, and also due to involvement of specialists experts on contractual basis project office (further - Project office), authorized to consider the design estimates on construction and reconstruction of objects, worth over 10 billion sum (further - separate objects), prepared according to the development programs of social and production infrastructure of the Republic of Uzbekistan and programs financed by budgets of budget system (further - state programs) and to determine it the main objectives:

consideration and approval of the prepared design assignments for development of the design estimates of separate objects;

studying of the design estimates of separate objects regarding their efficiency and justification, functional security, and also respect for convenience and profitability in case of their operation in the future;

carrying out deep price analysis, the separate objects applied in the design estimates, the prevention of artificial overestimate of cost of construction materials and works (services);

following the results of consideration of the design estimates provision of recommendations about efficiency and justification, observance of requirements of regulations in it and rules of town planning, to ensuring functionality and convenience in operation of separate objects, optimization of estimated cost;

ensuring development of the standard project documentation of objects of the social sphere.
