Chapter 1. General provisions

Article 1. Subject of regulation of this Law

This Law taking into account the international obligations of the Kyrgyz Republic governs the public relations in the field of drug trafficking, psychotropic substances, their analogs and precursors, and also live organisms containing them, installs responsibility and system of the measures directed against their illicit trafficking, determines the rights and obligations of legal entities and physical persons in connection with application of this Law.

Article 2. Basic concepts

For the purposes of this Law the following basic concepts are used:

1) analogs of drugs and psychotropic substances - the substances of synthetic or natural origin included in the list of analogs of drugs and psychotropic substances;

2) import (import) and export (export) - movement of drugs, psychotropic substances, their analogs and precursors, and also the live organisms containing them out of limits of the Kyrgyz Republic or their import to the Kyrgyz Republic from other state;

3) the state quota - the maximum quantity of the drugs and psychotropic substances intended for consumption in the medical, veterinary, scientific and judicial and expert purposes, established by the Cabinet of Ministers of the Kyrgyz Republic according to international treaties based on calculation of need of the Kyrgyz Republic for drugs and psychotropic substances within which their legal turnover is performed;

4) live organism - the organism having life signs, containing one or several drugs, psychotropic substances, their analogs or precursors, and included in the list of live organisms;
