About scrap metal

This Law governs the relations arising in the course of collection, procurement and implementation of transactions with scrap metal which is the major strategic and energy saving raw materials for metallurgical production and is directed to protection of interests of the companies of domestic metal industry and providing ecological safety of the environment in case of education, collection and use of scrap metal.

Section I. General provisions

Article 1. Determination of terms

In this Law the stated below terms are used in the following value:

scrap metal - products, unsuitable for direct use, or parts of products which according to the decision of the owner lost operational value owing to physical or obsolescence and containing ferrous or non-ferrous metals or their alloys, and also the metal wares having irreparable scrap, remaining balance of ferrous and non-ferrous metals and their alloys;

the owner of scrap metal - legal entity or physical person which owns uses and disposes of the scrap metal belonging to it in the limits determined by the law;

transactions with scrap metal - conversion, metallurgical conversion of scrap metal;

scrap metal collection - the activities connected with movement of scrap metal from the place of its education or stay to the subjects of managing performing scrap metal procurement and their places of acceptance, specialized or specialized metallurgical processing enterprises and their places of acceptance;

scrap metal procurement - the activities connected with purchase, storage and realization of scrap metal by subjects of managing;

scrap metal conversion - the activities connected with finishing scrap metal by sorting or, in case of need, pressing, packaging, crushing, cutting to the condition conforming to requirements of the legislation; withdrawal of metal component from slags of metallurgical conversion of ferrous and non-ferrous metals and their alloys;
