Fund of compulsory medical insurance under the Ministry of Health of the Kyrgyz Republic (further - compulsory health insurance Fund), being the executive body realizing state policy in the field of basic state and compulsory medical insurance of citizens, which is responsible for secured provision of citizens of the Kyrgyz Republic with the high-quality medical and preventive care at the expense of the consolidated budget intended for financial provision of tasks and functions of compulsory health insurance Fund turned into financial body of accumulation of the consolidated budget and the manager of financial resources. Thus, the main functions on quality control of the medical, pharmaceutical and other services provided by the organizations of health care are carried out insufficiently, and also such functions of compulsory health insurance Fund as consideration of addresses of citizens with rapid response and carrying out research of satisfaction of citizens with quality of medical and other services, faded into the background and are performed poor or not carried out at all.
