About additional measures for enhancement of system of financing of public transport
For the purpose of complex development of system of public transport, rendering high-quality and safe transport services to passengers, widespread introduction of digital technologies to the sphere, in particular further enhancement of system of financing of this sphere:
1. Agree with offers of the Ministry of transport and the Ministry of Economics and finance:
about transfer of the special funds created in the Ministry of transport of the Republic of Karakalpakstan, managements of transport of areas and the city of Tashkent without formation of legal entity for implementation of settlings with carriers and accumulation of receipts from payment for journey to system of territorial administrations of the Ministry of Economics and finance;
about education of "Group on management of means of special fund, job analysis of routes and monitoring of cash receipts" in the form of public institution under the Ministry of Economics and finance of the Republic of Karakalpakstan, managements of economy and finance of areas and the city of Tashkent for the purpose of carrying out the analysis of completeness of collecting of receipts from payment of journey and ensuring transparency of financing of passenger traffic.
2. Determine that expenses on content of public institutions "Group on management of means of special fund, job analysis of routes and monitoring of cash receipts" and territorial public institutions "Monitoring and control of passenger traffic" of the Ministry of transport are financed by means of special funds and other sources.
Take into consideration that in 2023 expenses on content of territorial public institutions "Monitoring and control of passenger traffic" of the Ministry of transport and financing of passenger traffic on city bus routes on basis gross - the contract were performed at the expense of means of the Government budget.
3. To provide to Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent till June 1, 2024 implementation of the stimulating rates when using electronic payment systems for journey in public transport.
