About measures for implementation of electronic commodity transport waybill

For the purpose of enhancement of the mechanism of traceability of goods in the territory of the Kyrgyz Republic, according to articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Determine that the subjects applying electronic commodity transport waybill:

Remaining balance of goods shall give 1) in the Electronic Commodity Transport Waybill module in compliance with the actual remaining balance, including goods on which there are no source accounting documents, till July 1, 2024 if other is not established by this Item;

2) small and medium entrepreneurship, not performing import and/or commodity export and/or productive activity perfroming calculations with the population in case of trading activities or performance of works and rendering services are exempted from:

- obligations of reduction of remaining balance of goods in the Electronic Commodity Transport Waybill module in compliance with the actual remaining balance, except for excisable groups of goods (except lubricating oils and oils other under the Commodity Nomenclatures of Foreign Economic Activity codes 2710197100-2710199800, 3403199000) and goods which realization requires special licenses and permissions;

- transaction accomplishment "Write-off" in case of the calculations with the population perfromed in case of trading activities or performance of works and rendering services till April 1, 2026.

2. Bring in the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About accounting and goods control in the territory of the Kyrgyz Republic" of April 14, 2022 No. 220 the following changes:

"Article 51" shall be replaced with words 1) in word preamble "Articles 51, 127";

2) in Item 1:
