I. General provisions

1. The regulations on conditions and procedure for provision of soft credits and subsidies from fund of support of entrepreneurship and development of small business (further in the text - Fund) approved by Board of Fund of September 1, 1994, the protocol No. 3.

2. This provision establishes the main conditions of carrying out by it participation in tender for investment projects, procedure for carrying out tender, determines the rights and obligations of participants of tender.

3. The investment project - the plan or the program of business activity which implementation assumes capital investments (investment) for the purpose of the subsequent profit earning.

4. Tender - the procedure of selection of the most preferable projects from the point of view of their commercial solvency and the social importance performed on the basis of independent examination for the purpose of provision for their realization of soft credit or subsidy from fund.

5. The organizer of tender is the Executive directorate of Fund.

6. Carrying out tenders is performed with respect for the following principles:

providing real possibility of participation in tender of all entrepreneurs, whose activities it is based on non-state types of property;

publicity of carrying out tender by provision in mass media of the data concerning tender;

preserving the trade secret concerning activities of participants of tender and the projects provided by them;

objective assessment of the investment projects provided on tender on the basis of independent examination.
