About enhancement of system of acceptance for study in the highest educational organizations and placements of the state order

For the purpose of enhancement of mechanisms of forming of the state order on acceptance for study in the highest educational organizations and allocations of state grants, improvements of the available conditions for receipt of quality education by youth, target orientation of training to the developing industries and spheres of economy:

1. Establish procedure for forming and placement of the state order on training in the highest educational organizations according to which:

a) since acceptance 2024/2025 academic years:

practice of distribution of parameters of the state order by the public highest institutions is cancelled, and the procedure for their approval in the directions of formation of bachelor degree and specialties of magistracy in full-time courses, except for the highest military and the militarized educational institutions takes root;

in distribution of quotas according to the state order the priority is given to knowledge domains on engineering, medical, exact and natural sciences;

the highest educational organizations performing enrollment of students according to the procedure and conditions established for the public highest educational institutions are allowed to participate in distribution of the state order. At the same time the funds allocated for one student in the corresponding direction of formation of bachelor degree are financed in the amount which is not exceeding the average size of expenses falling on one student in the public highest educational institutions to which financial independence is provided;

distribution of quotas of the state grant by the highest educational organizations is performed at the choice and the gained points of the entrants who were registered in the corresponding direction of formation of bachelor degree;

the highest educational organizations according to material and technical resources, the faculty and educational and methodical providing create the parameters of acceptance for the next academic year and represent them to the Ministry of the higher education, science and innovations;
