About additional measures for ensuring efficiency of expert assistance in case of realization of structural reforms

For the purpose of ensuring compliance and efficiency of assistance of foreign experts for timely and high-quality realization of the large-scale structural reforms on the way of goal achievement determined in Strategy "Uzbekistan - 2030":

1. Take into consideration that state bodies and the organizations have the right to attract skilled foreign consultants and experts, including the international financial institutions and the foreign government financial organizations and the consulting companies to effective implementation of structural reforms (further - foreign consultants and experts), at the expense of own means or budgetary funds.

2. Determine the Agency of strategic reforms by the coordinating body of process of involvement of foreign consultants and experts by state bodies and the organizations (further)))))))))))))))))))))).

3. Establish procedure according to which:

a) foreign consultants and experts are attracted on the basis of the tripartite agreement signed between them, the organization customer and the Agency of strategic reforms:

the contract with foreign consultants and experts consists for a period of up to one year with possibility of the subsequent prolongation of this term;

in the agreement tasks (in the form of the specification) and the reached individual key performance indicators of activities (KPI) which are subject to accomplishment by foreign consultants and experts are reflected;

monthly the organization customer draws up the statement of the works executed by foreign consultants and experts and services rendered by them. At the same time the final act of all the works executed by foreign consultants and experts and services rendered by them is signed in coordination with the Agency of strategic reforms;

b) foreign consultants and experts shall conform to the following main requirements:

possession of knowledge, qualification and necessary skills for reforming of economy, the social sphere and other significant directions;
