About introduction of amendments to the Law of Ukraine "About local self-government in Ukraine" concerning ensuring transparency of local self-government

The Verkhovna Rada of Ukraine decides:

I. Introduce in the Law of Ukraine "About local self-government in Ukraine" (Sheets of the Verkhovna Rada of Ukraine, 1997, No. 24, Art. 170 with the following changes) the following changes:

1. In Article 46:

"15. Procedure for holding the first session of council, procedure for election of the chairman and the deputy (deputies) the chairman district in the city, regional, regional council, the secretary of village, settlement, city council, convocation of another and extraordinary sessions of council, purpose of plenary sessions of council, preparation and consideration of questions at plenary meetings, decision makings of council about approval of the agenda of session and on other points of order, and also operating procedure of session are determined by regulations of council taking into account requirements of the Constitution of Ukraine, this Law, the laws of Ukraine "About the status of deputies of local councils", "About fundamentals of the state regulatory policy in the field of economic activity" and other laws. Before adoption of regulations of council of the next convocation the regulations of council existing in the previous convocation are applied";

To add 2) with parts of the eighteenth and nineteenth of the following content:

"18. The plenary session of Rada is broadcast on the Internet in real time, except cases of consideration of the questions containing information with limited access according to the Law of Ukraine "About access to public information".
