About additional measures for increase in efficiency of use of the subsoil plots containing nonmetallic minerals

In the country for last period considerable work on simplification of the procedure of transfer to use of the subsoil plots containing nonmetallic minerals and to development of nonmetallic source of raw materials of economy is carried out.

At the same time there is number of problems in ensuring effective use of the nonmetallic minerals which are shown in discrepancy of legal acts for allocation of the parcels of land to the regulations regulating provision in use of subsoil plots, operation in the course of production and conversion obsolete, the expired machinery and equipment, the low level of application of modern information and communication technologies on informing subjects of entrepreneurship on fields, prospective areas and rendering the state services to them.

Only during the studying which are carried out in September - November of the current year the facts on 186 subjects who without receipt of the corresponding license got in the illegal way nonmetallic minerals on 26,7 of one billion sum are elicited, besides, 23 subjects who were inefficiently using subsoil plots and did not fulfill licensed requirements are ahead of schedule deprived of right to use by subsoil plots, on balance of the state is returned 55,6 of one million cubic meters and 3,4 of one million tons of inventories of minerals.

For the purpose of ensuring transparency of procedures for transfer of right to use by the subsoil plots containing nonmetallic minerals, broad application of advanced technologies in the course of production and conversion, and also attraction in industry of potential investors:

1. Determine that since January 1, 2019:

in case of allocation (realization) by the ministries, departments and public authorities on places of the parcels of land on which inventories of minerals, and also fields and prospective areas which are on the state balance irrespective of category of land fund are placed the positive decision of the State committee of the Republic of Uzbekistan on geology and mineral resources is received;
