About additional measures for the organization in the city of Tashkent of activities of specialized sports schools for boxing and gymnastics

For the purpose of further increase in interest of the population in boxing and gymnastics, enhancement of system of selection of talented athletes among youth, ensuring achievement of good results by the national teams with teams at prestigious competitions by training of professional athletes on the basis of the international requirements and standards:

1. Transfer schools of sports skill on Bakhodir Zhalolov's boxing and on Oksana Chusovitina's gymnastics from system of the Ministry of Sport to system of the Agency of specialized educational institutions under the Ministry of preschool and school education (further - the Agency).

Rename School of sports skill on Bakhodir Zhalolov's boxing into specialized sports boxing school of Bakhodir Zhalolov, School of sports skill on Oksana Chusovitina's gymnastics - in specialized sports school of gymnastics of Oksana Chusovitina (further - specialized sports schools).

2. To the ministry of preschool and school education (H. Umarov):

a) in three-months time:

develop and introduce to the Cabinet of Ministers the draft of the order of the Government on enhancement of activities of specialized sports schools;

develop and carry out in accordance with the established procedure repeated state registration of updated charters of specialized sports schools;

together with the Ministry of Economics and finance (I. Norkulov), the Ministry of employment and reducing poverty (B. Musayev) to develop and approve the standard staff list administrative and managerial, technical, servicing and educational support personnel of specialized sports schools;

b) till September 1, 2024:

develop optimized curricula for specialized sports schools. At the same time to pay special attention to profound training in the objects "History of Uzbekistan" and "English", and also training in the subject "General Natural Sciences" and sports psychology in modern methods;

adjust training in the second foreign language with involvement of foreign specialists in specialized sports schools;

take measures for allocation of the educational building for specialized sports school of gymnastics of Oksana Chusovitina and creation of proper conditions for the effective organization of educational and educational processes in it;

make selection of at least 3 model state preschool educational organizations in each area and the city and to organize in them gyms for achievement of the purposes oriented to result and ensuring succession and continuity of education in the field of sport, and also to create necessary conditions for doing gymnastics of children of preschool age;

together with the Ministry of Sport (A. Ikramov) to approve procedure for competitions in gymnastics among pupils of the preschool educational organizations and acceptance of their winners in specialized sports school of gymnastics of Oksana Chusovitina.

3. Establish procedure according to which:

teaching and educational process at specialized sports schools will be organized within 5 - the 11th classes according to special educational programs;

in specialized sports school of gymnastics of Oksana Chusovitina proceeding from demand and offers acceptance for study in 1 - the 4th classes also of pupils athletes of age of 7 - 11 years is allowed;

the international and domestic trainers-selectors are involved in processes of acceptance in specialized sports schools;

process of teaching by the pupil athletes is performed in classes, in each of which the number of pupils constitutes at least 12 people, but no more than 24 people;

the total extreme number of pupils of specialized sports school is determined in number of 168 people.

4. To the Ministry of Sport (A. Ikramov):

a) together with National Olympic Committee of Uzbekistan (O. Kasimov), Boxing Federation of Uzbekistan (S. Pulatov) and Federation of gymnastics of Uzbekistan (G. Muminov) to render assistance to the Agency in implementation of the following scientific approaches on selection and training of pupils athletes for specialized sports schools:

establishing use of mobile laboratories in case of selection of the talented youth which is regularly playing sports in the sports educational organizations in regions and achieved good results in system of assessment of physical training of the population;

step-by-step use of methods of genetic selection;

adjustment in the course of acceptance of carrying out in addition to examinations in physical training of also creative examination (use of the tests connected with psychology and logic);

strengthening of individual work with pupils athletes in the course of the sports occupations, including implementation of separate academic loads and methods taking into account their weight and other physical features;

implementation of regular monitoring of results of pupils athletes by means of physical occupations and mobile laboratories within academic year;

strengthening of knowledge of pupils athletes of the solution of situational circumstances, having paid special attention to increase in their theoretical knowledge;

step-by-step carrying out the international certification of the trainers performing activities at specialized sports schools for the purpose of establishing training of pupils athletes and the international requirements coaches and on the basis of modern methods;

b) since 2024/2025 academic years to take measures on:

to providing specialized sports schools with sports equipment proceeding from their actual demands;

organizations of participation of pupils athletes of specialized sports schools in local and international competitions;

to annual holding master classes with participation of domestic and foreign Masters of Sports, trainers and famous athletes.

5. To the Ministry of Health (A. Hudayarov) together with the Ministry of preschool and school education (H. Umarov) in two-month time to approve procedure for regular control of health of pupils athletes and coaches of specialized sports schools and provision of free medical care by it.

6. Determine that:

at specialized sports schools additional educational and sports circles will be organized, educational training camps of national teams, prestigious sports competitions of republican and international levels are held;

in specialized sports boxing school of Bakhodir Zhalolov the standard daily rate of food is determined according to the regulations approved for pupils of the centers for preparation for the Olympic and Paralympic sports at specialized sports school of gymnastics of Oksana Chusovitina - according to the food regulations approved for the pupils athletes who are engaged in the state sports and educational organizations for gymnastic sports;

food of pupils athletes of specialized sports schools will be organized by outsourcing method at the expense of means of the Government budget;

the expenses connected with preparation and participation of pupils athletes and coaches of specialized sports schools in actions, local and international competitions are provided annually in the Schedule sports and physical cultural events and are financed by the funds allocated to the Ministry of Sport;

pupils athletes of specialized sports schools participate in the championships and cups of Uzbekistan directly as separate team;
