Article 1

1) in Article 3:

a) the twelfth after words "Item 11 of Article 8" to add the paragraph with the words "and Item 2 of Article 26";

b) the thirteenth after words "technological operating modes" to add the paragraph with the words "and operational condition";

c) the fourteenth after words "technological operating modes" to add the paragraph with the words "and operational condition";

d) in the paragraph fifty third the words "interconnected set" shall be replaced with words "set interconnected";

e) add with paragraphs of the following content:

"the systemically important territorial network organization - the territorial network organization determined by the solution of the management official of the subject of the Russian Federation according to the criteria of reference of the territorial network organizations to the systemically important territorial network organizations and procedure for determination of the systemically important territorial network organizations established by the Government of the Russian Federation, functioning in borders of the subject of the Russian Federation, providing reliable functioning of the objects of electric grid economy located in the subject of the Russian Federation, according to the procedure and methods which are specified in this Federal Law. In the territory of the subject of the Russian Federation - the federal city of Moscow determination and functioning of the systemically important territorial network organizations are performed taking into account provisions of Item 6 of article 46.4 of this Federal Law;

digital information model of power generation facility - the set of the interconnected data on power generation facility which are unambiguously identifying and describing power generation facility and the equipments and devices, and also bonds which are its part between them presented in the unified electronic machine-readable form;

means of remote control - the program, hardware-software and other technical means providing technical capability of change of technological operating modes and (or) operational condition of power lines, the equipment and devices of power generation facilities and the power accepting installations directly from dispatch centers of the subject of supervisory control in power industry or from other remote automated workplaces, terminals from control centers by transfer of technological information and implementation of commands of management.";

3) in Item 1 of Article 9:

a) the paragraph one to state in the following edition:

"1. The organization for management of single national (all-Russian) power network renders services in transfer of electrical energy in single national (all-Russian) power network on paid contractual basis:";

b) add with new paragraphs the second - the sixth the following content:

"to persons owning on the property right or other legal cause by the power generation facilities and (or) power receiving devices which are directly technologically attached in accordance with the established procedure to single national (all-Russian) power network (persons acting in their interests), except for the territorial network organizations;

to persons owning on the property right or other legal cause by the power generation facilities and (or) power receiving devices which are directly technologically attached in accordance with the established procedure to the power generation facilities and (or) power receiving devices specified in the paragraph the second this Item and belonging to consumers of electrical energy provided that technological accession was made no later than December 31, 2024 and for the specified day concerning these attached objects and (or) devices the electrical power transmission agreement on single national (all-Russian) power network (persons acting in their interests) was effective and was performed;

to persons owning on the property right or other legal cause the power receiving devices with the level of voltage of 110 kilovolts and above which are directly technologically attached in accordance with the established procedure to the facilities for production of electrical energy which are directly technologically attached to single national (all-Russian) power network provided that technological accession to such facilities for production of electrical energy was made no later than December 31, 2024 and for the specified day concerning these attached devices the electrical power transmission agreement on single national (all-Russian) power network (persons acting in their interests) was effective and was performed;

to the subjects of the wholesale market performing purchase and sale of electrical energy in the territories in which electric utility systems of foreign states are located;

to the systemically important territorial network organizations.";

Item 1 of article 11 after words "technological operating modes" to add 4) with the words "and operational condition";

5) in Article 13:

a) the ninth Item 1 to state the paragraph in the following edition:

"the cost efficiency of operational dispatching teams and orders and use of means of remote control of technological operating modes and operational condition of power lines, the equipment and devices of power generation facilities and the power accepting installations from dispatch centers of the subject of supervisory control in power industry based on optimization of working hours of Power pool system of Russia and technologically isolated territorial electric utility systems by criterion of total minimization of costs of buyers of electrical energy;";

b) in Item 2:

the paragraph one after words of "the system operator" to add with the words "and the actions for remote control of technological operating modes and operational condition of power lines, the equipment and devices of power generation facilities and the power accepting installations performed by it";
