Article 1

"(4) Law-enforcement bodies participate in limits of the competence of observation of persons suffering from chronic and long mental disturbances with heavy resistant or often escalating painful manifestations concerning which dispensary observation in connection with tendency of such persons to making of socially dangerous actions, for the purpose of the prevention of making by such persons of crimes and administrative offenses is established.
