About protection of the population and the territories against emergency situations of technogenic and natural nature

This Law determines the organizational and legal basis of protection of citizens of Ukraine, the foreigners and stateless persons which are in the territory of Ukraine, protection of subjects to production and social appointment, the environment against emergency situations of technogenic and natural nature.

Section I. GENERAL PROVISIONS

Article 1. Determination of terms

In this Law the stated below terms are used in the following value:

emergency situation technogenic and natural harakteranarusheniye of normal living conditions and activities of people in the separate territory or object on it or on water object, caused by accident, catastrophic crash, natural disaster or other dangerous event, including epidemic, epizooty, epiphytoty, the fire which entailed (can entail) impossibility of accommodation of the population in the territory or object, maintaining there economic activity, death of people and/or considerable material losses;

zone of emergency situation - the separate territory where there was emergency situation of technogenic and natural nature;

accident - dangerous event of technogenic nature which entailed death of people or creates on object or the separate territory threat of life and to human health and attracts destruction of buildings, constructions, the equipment and vehicles, violation of production or transport process or causes environmental damage;

catastrophic crash - accident large in terms of the scope of or other event which entailed serious consequences;

object of the increased danger - the object which according to the law is considered as it on which there is real threat of emergence of accident and/or emergency situation of technogenic and natural nature;

potentially dangerous actions - the actions (displays of arms and military equipment, parades, trainings, doctrines) which are held in the conditions of presence of the civilian population with participation of staff of the Armed Forces of Ukraine, other military forming and law enforcement agencies with use of arms and military equipment which can create threat of emergence of emergency situations of technogenic and natural nature;

protection of the population and the territories against emergency situations of technogenic and natural nature - system of organizational, technical, medicobiological, financial and economic and other measures for the prevention and emergency response of technogenic and natural nature and liquidation of their effects realized central and local executive bodies, local government bodies, the corresponding forces and means of the companies, organizations and organizations irrespective of patterns of ownership and managing, voluntary forming and directed to protection of the population and the territories, and also material and cultural values and the environment;

the prevention of emergence of emergency situations of technogenic and natural nature - preparation and realization of complex of the legal, social and economic, political, organizational and technical, sanitary and hygienic and other measures directed to regulation of technogenic and natural safety, evaluating risk levels, advance response to threat of emergence of emergency situation of technogenic and natural nature based on data of monitoring, examination, researches and forecasts on the probable course of events for the purpose of non-admission of their development into emergency situation of technogenic and natural nature or mitigation of its possible effects;

liquidation of emergency situations of technogenic and natural nature - carrying out complex of the actions including the rescue and other urgent works which are carried out in case of emergency situations of technogenic and natural nature and directed to cancellation of dangerous factors, rescuing of life and preserving human health, and also to localization of zones of emergency situations of technogenic and natural nature;

emergency response of technogenic and natural nature - the coordinated actions of divisions of single state system for implementation of the plans of localization and liquidation of accident (catastrophic crash) specified in the conditions of specific type and level of emergency situation of technogenic and natural nature for the purpose of rendering emergency aid to the victims, elimination of threat of life and to human health, and also rescuers in case of need;

zone of possible defeat - the separate territory in which owing to emergence of emergency situation of technogenic and natural nature there is threat of life or to human health and causings material damage;

the notification - finishing signals and messages of governing bodies on threat and emergence of emergency situations of technogenic and natural nature, accidents, catastrophic crashes, epidemics, the fires, etc. to central and local executive bodies, the companies, organizations, the organizations and the population;

the warning system - complex of organizational and technical measures, the equipment and technical means of the notification, equipment, means and communication channels intended for timely finishing signals and information on emergence of emergency situations of technogenic and natural nature to central and local executive bodies, the companies, organizations, the organizations and the population;

classification of emergency situations of technogenic and natural nature - system according to which emergency situations of technogenic and natural nature are subdivided into classes and subclasses depending on their nature;

classification sign of emergency situations of technogenic and natural nature - the technical or other characteristic of accident or catastrophic crash giving the chance to carry it to emergency situation of technogenic and natural nature;
