About measures for enhancement of system of training in the field of tourism

For the purpose of further enhancement of the system of life-long education conforming to international standards, creations of system of preparation of highly qualified competitive personnel according to modern market requirements of work, ensuring integration of science, education and production in the field of tourism in our country and also improvement of quality of services to the level which is completely conforming to world requirements:

1. Establish procedure according to which:

a) since 2024/2025 academic years in the public highest educational institutions of the Republic of Uzbekistan the system of training in the field of tourism and hotel economy on the basis of three-year programs of the higher education will be adjusted, educational process will be organized in the form of dual education on the basis of the block module system. At the same time it is provided that the share of theoretical and practical training in training processes will constitute:

at the first year - 80 percent the theory and 20 percent of the practician;

on the second year - 50 percent the theory and 50 percent of the practician;

on third year - 30 percent the theory and 70 percent of the practician;

b) since August 1, 2024:

for the purpose of integration of educational process and practice the highest educational institutions performing training in the field of tourism are allowed to create in accordance with the established procedure in the territory bases of practical training (subjects to rendering services of tour operator, travel agent, guide-interpreter, and also hotel and tourist transport services (further - subjects to rendering services) without the status of the legal entity by extrabudgetary funds;

till January 1, 2027 the income tax in bases of practical training the highest educational institutions performing training in the field of tourism is paid for the rendered services at the rate lowered by 50 percent from the established tax rate. At the same time the means released as a result of application of this tax benefit are aimed at the development of material and technical resources of subjects to rendering services.
