About creation of the National investment fund of the Kyrgyz Republic

For the purpose of increase in effective management of economic societies with the state share, providing strong growth of cost of economic societies with the state share and investment attraction by exit to the local and international market of the capital, according to article 26 of the constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic", being guided by Articles 66, 71 Constitutions of the Kyrgyz Republic, I decide:

1. To the Cabinet of Ministers of the Kyrgyz Republic:

1) to create "National Investment Fund of the Kyrgyz Republic" open joint stock company (further - Fund);

2) to develop the projects of regulatory legal acts of the Kyrgyz Republic determining legal status, the purposes and tasks, features and procedure for activities of Fund, and also other regulatory legal acts of the Kyrgyz Republic necessary for implementation of this Decree;

3) on the basis of the corresponding assessment and the analysis to prepare the list of the economic societies with the state share which are subject to transfer to Fund (further - portfolio companies of Fund).

2. Determine the main objectives of Fund:

1) ensuring efficiency and effectiveness of financial and economic activities of Fund and portfolio companies of Fund;

2) increase and providing strong growth of cost of Fund and portfolio companies of Fund, and also investment attraction by exit of Fund and portfolio companies of Fund to the international and local market of the capital;

3) implementation in Fund and portfolio companies of Fund of the best practice of corporate management;

4) development of separate industries of economy through implementation of state programs and investment projects.

3. Establish the following principles of activities of Fund:

1) providing effective system of selection and promotion of personnel in governing bodies of Fund and portfolio companies of Fund;
