About modification of the Presidential decree of the Republic of Kazakhstan of September 10, 2022 No. 1005 "About approval of the Management concept public finances of the Republic of Kazakhstan till 2030"

I DECIDE:

1. Bring in the Presidential decree of the Republic of Kazakhstan of September 10, 2022 No. 1005 "About approval of the Management concept public finances of the Republic of Kazakhstan till 2030" the following changes:

in the Management concept public finances of the Republic of Kazakhstan till 2030 approved by the above-named Decree:

in the Section "5. Basic principles and approaches to forming of policy of management of public finances":

in subsection "5.3. Policy of forming and use of means of NFRK":

to state paragraph two of part three in the following edition:

"transparency - the direction of means of NFRK in national economy only through the republican budget, and also assignment from NFRK for the purposes provided by this Concept with informing Parliament as a part of the report of the Government on execution of the republican budget;";

Chapter "Use of means of NFRK" to state in the following edition:

"The policy and amount of use of NFRK in so-so - and long-term outlook will proceed from need of non-admission of reducing currency assets of NFRK and their accumulating for future generations.

NFRK is used:

1) in the form of the annual guaranteed transfer from NFRK in the republican budget;

2) in the form of target transfer from NFRK in the republican budget;

3) on covering of the expenses connected with management of NFRK and carrying out annual audit;

4) in payment type of target requirements and of covering of expenses on payment of the banking services connected with transfers and payments of target accumulatings according to the legislation of the Republic of Kazakhstan.
