Chapter I. General provisions

Article 1. Subject of regulation of this Federal Law

This Federal Law establishes legal, organizational, economic, financial basis of activities in the field of mail service in the Russian Federation, determines the rights and obligations of public authorities of the Russian Federation, other participants of activities in the field of mail service, determines procedure for regulation of activities in the field of mail service and management of these activities, regulates the legal relationship arising between operators of mail service and users of services of mail service, establishes the status of the organizations of mail service and fixes social guarantees of their workers.

Article 2. Basic concepts

For the purpose of regulation of the relations in the field of mail service the following basic concepts are applied:

mail service - the communication type representing single production and technological complex technical and vehicles, providing acceptance, processing, transportation, delivery (delivery) of mailings, and also implementation of postal money transfers including special mail service;

special mail service - the type of mail service representing single production and technological complex technical and vehicles, providing acceptance, transportation and delivery of departures of special mail service;

the single post territory - the territory on which the single regulations and rules of mail service installing general system of indexation of objects of mail service in the territory of the Russian Federation, single procedure for registration, processing and direction of all types of mailings act;

mail service public - component of single mail service of the Russian Federation which is open on the terms of the public agreement for use for all citizens, public authorities of the Russian Federation, public authorities of subjects of the Russian Federation, local government bodies and legal entities;

the international mail service - exchange of mailings between the organizations of mail service which are under jurisdiction of the different states;

services of mail service - actions or activities for acceptance, processing, transportation, delivery (delivery) of mailings, and also for implementation of postal money transfers;

universal services of mail service - service of mail service in satisfaction of needs of users of services of mail service in exchange of written correspondence within the territory of the Russian Federation and for reasonable prices;

postal money transfer - service of the organizations of federal mail service in acceptance, processing, transportation (transfer), delivery (delivery) of money with use of networks of mail and electric service;

the term of rendering service of mail service - set of the terms and standard rates established for accomplishment of the separate technological transactions constituting specific service of mail service;

users of services of mail service are citizens, public authorities of the Russian Federation, public authorities of subjects of the Russian Federation, local government bodies and the legal entities using services of mail service;

the mystery of communication - the mystery of correspondence, the post, cable and other messages including the field of activity of operators of mail service which is not subject to disclosure without the consent of the user of services of mail service;

operators of mail service - the organizations of mail service and the individual entrepreneurs having the right to rendering services of mail service;

the organizations of mail service - the legal entities of any forms of business rendering services to mail service as core activity;

the organizations of federal mail service - the organizations of mail service which are the state unitary enterprises and public institutions created based on the property which is in federal property, other organizations of mail service determined by the Government of the Russian Federation and rendering universal services of mail service, and also Russian Post joint-stock company in accordance with the terms of the licenses granted by it;

network of mail service - set of objects of mail service and post routes;

objects of mail service - separate divisions of the organizations of mail service (post offices, railroad post offices, departments of transportation of mail under the railway stations and the airports, nodes of mail service), and also their structural divisions (post exchange points, departments of mail service, Items of mail service and other divisions);

post route - transit of post transport between objects of mail service;

subscription post case - the special case established in objects of mail service with the locked cells which subscribe for certain term addressees for receipt of mailings;

post case of strong point - the special locked case intended for temporary storage of mailings on delivery sites or for receipt of mailings by addressees;

services of special mail service - service of mail service in acceptance, transportation and delivery of departures of special mail service;
