1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation.

2. This resolution becomes effective since September 1, 2024.

Changes which are made to acts of the Government of the Russian Federation

1. In the subitem "b" of Item 6 of the Rules of creation, development, operation and maintaining single state information system of ensuring town-planning activities of "Стройкомплекс.РФ" approved by the order of the Government of the Russian Federation of August 26, 2023 No. 1389 "About approval of Rules of creation, development, operation and maintaining single state information system of ensuring town-planning activities of "Стройкомплекс.РФ", about introduction of amendments to some acts of the Government of the Russian Federation and about recognition voided separate provisions of the order of the Government of the Russian Federation of September 28, 2020 No. 1558" (The Russian Federation Code, 2023, No. 36, the Art. 6713), words "The register of the requirements which are subject to application when conducting examination of the project documentation and (or) examination of results of engineering researches, implementation of architectural and construction designing, construction, reconstruction capital repairs, operation and demolition of capital construction projects "shall be replaced with words" the register of the requirements which are subject to application in case of accomplishment of engineering researches, implementation of architectural and construction designing, conducting examination of the project documentation and (or) examination of results of engineering researches, construction, reconstruction, capital repairs, operation and demolition of capital construction projects".

2. In the order of the Government of the Russian Federation of August 31, 2023 No. 1417 "About approval of Rules of forming and maintaining the register of the requirements which are subject to application when conducting examination of the project documentation and (or) examination of results of engineering researches, implementation of architectural and construction designing, construction, reconstruction, capital repairs, operation and demolition of capital construction projects and about recognition No. 1417 which voided orders of the Government of the Russian Federation of September 12, 2020" (The Russian Federation Code, 2023, No. 36, the Art. 6740):

a) state the name in the following edition:

"About approval of Rules of forming and maintaining the register of the requirements which are subject to application in case of accomplishment of engineering researches, implementation of architectural and construction designing, conducting examination of the project documentation and (or) examination of results of engineering researches, construction, reconstruction, capital repairs, operation and demolition of capital construction projects, identifications, elimination of contradictions between the requirements included in the register of requirements and also between the requirements included in the register of requirements and the draft documents containing the requirements which are subject to inclusion in the register of requirements";

b) state Item 1 in the following edition:

"1. Approve the enclosed Rules of forming and maintaining the register of the requirements which are subject to application in case of accomplishment of engineering researches, implementation of architectural and construction designing, conducting examination of the project documentation and (or) examination of results of engineering researches, construction, reconstruction, capital repairs, operation and demolition of capital construction projects, identifications, elimination of contradictions between the requirements included in the register of requirements and also between the requirements included in the register of requirements and the draft documents containing the requirements which are subject to inclusion in the register of requirements.";

c) in the text of paragraph two of Item 2 of the word "the register of the requirements which are subject to application when conducting examination of the project documentation and (or) examination of results of engineering researches, implementation of architectural and construction designing, construction, reconstruction, capital repairs, operation and demolition of capital construction projects" shall be replaced with words "the register of the requirements which are subject to application in case of accomplishment of engineering researches, implementation of architectural and construction designing, conducting examination of the project documentation and (or) examination of results of engineering researches, construction, reconstruction, capital repairs, operation and demolition of capital construction projects";

d) state item 4 in the following edition:

"4. Realization of the powers provided by this resolution is performed within the established extreme number of the Ministry of Construction and Housing and Communal Services of the Russian Federation and the number of staff of the organization subordinated to the Ministry specified in Item 2 of this resolution and also within provided to the Ministry as to the main manager of budgetary funds of budgetary appropriations.";

e) in Rules of forming and maintaining the register of the requirements which are subject to application when conducting examination of the project documentation and (or) examination of results of engineering researches, implementation of architectural and construction designing, construction, reconstruction, capital repairs, operation and demolition of the capital construction projects approved by the specified resolution:

state the name in the following edition:

"Rules of forming and maintaining the register of the requirements which are subject to application in case of accomplishment of engineering researches, implementation of architectural and construction designing, conducting examination of the project documentation and (or) examination of results of engineering researches, construction, reconstruction, capital repairs, operation and demolition of capital construction projects, identifications, elimination of contradictions between the requirements included in the register of requirements and also between the requirements included in the register of requirements and the draft documents containing the requirements which are subject to inclusion in the register of requirements";

state Items 1 and 2 in the following edition:

"1. These rules establish procedure for forming and maintaining the register of the requirements which are subject to application in case of accomplishment of engineering researches, implementation of architectural and construction designing, conducting examination of the project documentation and (or) examination of results of engineering researches, construction, reconstruction, capital repairs, operation and demolition of capital construction projects (further - the register of requirements), including the scope of information, the requirements included in the register, procedure for identification, elimination of contradictions between the requirements included in the register of requirements and also between the requirements included in the register of requirements and the draft documents containing the requirements which are subject to inclusion in the register of requirements.

2. The register of requirements is public state information resource, except for the data which are the state secret. Forming and maintaining the register of requirements are performed in Russian in electronic form with use of single state information system of ensuring town-planning activities of "Стройкомплекс.РФ", stipulated in Article 56.1 Town-planning codes of the Russian Federation (further - information system).";

5. The register of requirements consists of the data including the following Sections:

a) the Section I "Requirements of technical regulations" including requirements of technical regulations, including technical regulations of the Eurasian Economic Union, and also the requirements provided by the regulatory legal acts of the Russian Federation and other documents providing observance of requirements of technical regulations, including technical regulations of the Eurasian Economic Union, and the following data for each of the specified requirements:

b) the Section II "Requirements of the legislation in the field of ensuring sanitary and epidemiologic wellbeing of the population" including the sanitary and epidemiologic requirements established by the state sanitary and epidemiologic rules and hygienic standard rates and the following data for each of the specified requirements:

contents of the requirement;

date, number, type, the name and term of entry into force of the document which provides the requirement, the name of the authority which approved this document, and source of its official publication;

structural units of the document which provides the requirement;

date, number, type, the name and term of entry into force of the document by which it is declared invalid the requirement, the name of the authority which approved this document, and source of its official publication (is cancelled);

date of inclusion of the requirement in the register of requirements;

c) the Section III "Requirements in the field of environmental protection" including the requirements in the field of environmental protection established by the Federal Laws, other regulatory legal acts of the Russian Federation, documents on standardization, federal regulations and rules of environmental protection and the following data for each of the specified requirements:

contents of the requirement;

date, number, type, the name and term of entry into force of the document which provides the requirement, the name of the authority which approved this document, and source of its official publication;

structural units of the document which provides the requirement;

date, number, type, the name and term of entry into force of the document by which it is declared invalid the requirement, the name of the authority which approved this document, and source of its official publication (is cancelled);

d) the Section IV "Requirements of the state protection of objects of cultural heritage" including the requirements of the state protection of objects of cultural heritage (historical and cultural monuments) of the people of the Russian Federation established by regulatory legal acts of the Russian Federation and federal executive bodies in the field of the state protection of objects of cultural heritage (historical and cultural monuments) of the people of the Russian Federation and the following data for each of the specified requirements:

date, number, type, the name and term of entry into force of the document which provides the requirement the name of the authority which approved this document, and source of its official publication (if this document is subject to official publication);

structural units of the document which provides the requirement;

date, number, type, the name and term of entry into force of the document by which it is declared invalid the requirement, the name of the authority which approved this document, and source of its official publication (is cancelled) (if this document is subject to official publication);

e) the Section VI "Requirements of industrial safety" including the requirements in the field of industrial safety of hazardous production facilities established by the Federal Laws adopted according to them regulatory legal acts of the President of the Russian Federation and the Government of the Russian Federation, and also federal regulations and rules of industrial safety of hazardous production facilities and the following data for each of the specified requirements:

contents of the requirement;

date, number, type, the name and term of entry into force of the document which provides the requirement the name of the authority which approved this document, and source of its official publication (if this document is subject to official publication);

structural units of the document which provides the requirement;

date, number, type, the name and term of entry into force of the document by which it is declared invalid the requirement, the name of the authority which approved this document, and source of its official publication (is cancelled) (if this document is subject to official publication);

date of inclusion of the requirement in the register of requirements;

stage of lifecycle of capital construction project at which the requirement is applied;

g) the Section VII "Requirement to ensuring reliability and safety of electric utility systems and power generation facilities" including the requirements to ensuring reliability and safety of electric utility systems and power generation facilities established by the Federal Laws and regulatory legal acts of the Russian Federation adopted according to them in the field of power industry and the following data for each of the specified requirements:

contents of the requirement;

date, number, type, the name and term of entry into force of the document which provides the requirement the name of the authority which approved this document, and source of its official publication (if this document is subject to official publication);

structural units of the document which provides the requirement;

h) the Section VIII "Requirements of anti-terrorist security of object" including the requirements to anti-terrorist security established by regulatory legal acts of the Russian Federation concerning ensuring anti-terrorist security of objects and the following data for each of the specified requirements:

contents of the requirement;

date, number, type, the name and term of entry into force of the document which provides the requirement the name of the authority which approved this document, and source of its official publication (if this document is subject to official publication);

structural units of the document which provides the requirement;

date, number, type, the name and term of entry into force of the document by which it is declared invalid the requirement, the name of the authority which approved this document, and source of its official publication (is cancelled) (if this document is subject to official publication);

date of inclusion of the requirement in the register of requirements;

stage of lifecycle of capital construction project at which the requirement is applied;

i) the Section IX "Requirements of the regulatory legal acts and other documents which are not specified in the Sections I-VIII", including the requirements established by the Federal Laws adopted according to them regulatory legal acts of the President of the Russian Federation, the Government of the Russian Federation and federal executive bodies, which are subject to application in case of accomplishment of engineering researches, implementation of architectural and construction designing, conducting examination of the project documentation and (or) examination of results of engineering researches, construction, reconstruction, capital repairs, operation and demolition of capital construction projects and the following data for each of the specified requirements:

contents of the requirement;

date, number, type, the name and term of entry into force of the document which provides the requirement the name of the authority which approved this document, and source of its official publication (if this document is subject to official publication);

structural units of the document which provides the requirement;

date, number, type, the name and term of entry into force of the document by which it is declared invalid the requirement, the name of the authority which approved this document, and source of its official publication (is cancelled) (if this document is subject to official publication);

date of inclusion of the requirement in the register of requirements;

stage of lifecycle of capital construction project at which the requirement is applied.

6. Requirements, stipulated in Item 4 these rules, and data, stipulated in Item 5 these rules, go federal executive bodies and State Atomic Energy Corporation "Rosatom" (further - authorized organization) to organization for their inclusion in the register of requirements within 10 working days from the date of:

a) official publication of the document which requirements are subject to inclusion in the register of requirements according to item 4 of these rules if this document is subject to official publication;

b) registration of the document which requirements are subject to inclusion in the register of requirements according to item 4 of these rules in Federal information fund of technical regulations and standards if this document is not subject to official publication.";

26. 28. The Ministry of Construction and Housing and Communal Services of the Russian Federation within 5 working days from the date of receipt of the letter, stipulated in Item 27 these rules, sends to federal executive body and (or) authorized organization which prepare the draft document containing the requirements contradicting the requirements included in the register of requirements, notes to the draft document specified in Item 27 of these rules within reconciliation procedures of projects of the regulatory legal acts provided by the Rules of preparation of regulatory legal acts of federal executive bodies and their state registration approved by the order of the Government of the Russian Federation of August 13, 1997 No. 1009 "About approval of Rules of preparation of regulatory legal acts of federal executive bodies and their state registration", Regulations of the Government of the Russian Federation the approved order of the Government of the Russian Federation of June 1, 2004 No. 260 "About Regulations of the Government of the Russian Federation and Regulations on the Russian Government Office", or within reconciliation procedures of drafts of the sets of rules provided by the Rules of development, approval, publication, change and cancellation of sets of rules approved by the order of the Government of the Russian Federation of July 1, 2016 No. 624 "About approval of Rules of development, approval, publication, change and cancellation of sets of rules".

29. The organization annually provides carrying out the analysis of the requirements included in the register of requirements for the purpose of identification of contradictions between the requirements included in the register of requirements.

30. In case of identification of contradictions between the requirements included in the register of requirements, the organization within 10 working days notifies the Ministry of Construction and Housing and Communal Services of the Russian Federation on the revealed contradictions.

31. The Ministry of Construction and Housing and Communal Services of the Russian Federation within 20 working days from the date of receipt of the notification, stipulated in Item 30 these rules, represents information on the revealed contradictions to federal executive body and (or) authorized organization.

32. The federal executive body and (or) authorized organization within 20 working days from the date of receipt of information, stipulated in Item 31 these rules, consider such information and send to the Ministry of Construction and Housing and Communal Services of the Russian Federation line item about consent or disagreement with such information.

33. In case of receipt of line item about disagreement of federal executive body and (or) authorized organization with information, stipulated in Item 31 these rules, the Ministry of Construction and Housing and Communal Services of the Russian Federation within 10 working days from the date of receipt of such line item holds conciliatory meeting for settlement of disagreements.

34. The Ministry of Construction and Housing and Communal Services of the Russian Federation in the presence of not settled issues with federal executive body and (or) authorized organization following the results of conciliatory meeting or in case of non receipt of line item of federal executive body and (or) authorized organization, stipulated in Item 32 these rules, sends information on it to Government commission on regional development in the Russian Federation within 7 working days from the date of holding conciliatory meeting on which it was not succeeded to settle issues, or from the date of the expiration for receipt of line item of federal executive body and (or) authorized organization, stipulated in Item 32 these rules.

35. Information specified in Items 31 and 34 of these rules is considered at meeting of Government commission on regional development in the Russian Federation.".
