1. This Law determines the legal basis of single system of cyber security which purpose is protection of the personality, society and state by ensuring digital stability of information infrastructure of the Kyrgyz Republic.
2. Operation of this Law does not extend on:
1) the information infrastructure containing and processing information carried to the state secrets according to the legislation of the Kyrgyz Republic on protection of the state secrets;
2) contents of the information processed (transferred, stored) in objects of information infrastructure of the Kyrgyz Republic.
The concepts used for the purposes of this Law mean the following:
1) cyber security audit - systematic, objective, documentary check for control of quality and quantity characteristics of current status of cyber security of objects of information infrastructure;
2) cyber security incident (further - cyberincident) - the event of violation and (or) termination of functioning of object of information infrastructure and (or) violation of safety of information processed by such object including caused by cyber attack;
3) information infrastructure - set of the information systems, information and telecommunication systems, networks of telecommunication, networks of telecommunication public of the Kyrgyz Republic, databases, data-processing centers and automated control systems used for forming, creation, transformation, transfer, use and storage of information, and also management of engineering procedures;
4) cyber attack - purposeful impact program, software and hardware, including other technical means, technologies and the equipment, on objects of information infrastructure, performed for the purpose of violation of their functioning and (or) violation of safety of information processed by them;
