1. Distribution of the literary works and art containing information on drugs, psychotropic substances, on their analogs or on the precursors, plants containing drugs or psychotropic substances or their precursors, with violation of requirements about marking of the specified works, the stipulated in Article 46 Federal Laws of January 8, 1998 No. 3-FZ "About drugs and psychotropic substances", -

attracts the prevention or imposing of administrative penalty on citizens at the rate from two thousand to four thousand rubles with confiscation of products which were subject of administrative offense; on officials - imposing of administrative penalty at the rate from ten thousand to thirty thousand rubles with confiscation of products which were subject of administrative offense; on persons performing business activity without formation of legal entity - imposing of administrative penalty at the rate from ten thousand to thirty thousand rubles with confiscation of products which were subject of administrative offense; on legal entities - imposing of administrative penalty at the rate from three hundred thousand to six hundred thousand rubles with confiscation of products which were subject of administrative offense.

2. Promotion of drugs, psychotropic substances, their analogs or precursors, the plants containing drugs or psychotropic substances or their precursors -

attracts imposing of administrative penalty on citizens at the rate from four thousand to five thousand rubles with confiscation of products which were subject of administrative offense; on officials - from forty thousand to fifty thousand rubles with confiscation of products which were subject of administrative offense or disqualification for a period of up to one year; on persons performing business activity without formation of legal entity - from forty thousand to fifty thousand rubles with confiscation of products which were subject of administrative offense or administrative suspension of operations for a period of up to ninety days; on legal entities - from eight hundred thousand to one million rubles with confiscation of products which were subject of administrative offense or administrative suspension of operations for a period of up to ninety days.

3. Promotion of drugs, psychotropic substances, their analogs or precursors, the plants containing drugs or psychotropic substances or their precursors in information and telecommunication networks (including Internet network) if these actions do not contain signs of penal act, -

attracts imposing of administrative penalty on citizens at the rate from five thousand to thirty thousand rubles; on officials - from fifty thousand to hundred thousand rubles or disqualification for a period of one year up to two years; on persons performing business activity without formation of legal entity - from fifty thousand to hundred thousand rubles or administrative suspension of operations for a period of up to ninety days; on legal entities - from one million to one million five hundred thousand rubles or administrative suspension of operations for a period of up to ninety days.

4. The actions provided by parts 2 and 3 of this Article, made by the foreign citizen or the stateless person -

attract imposing of administrative penalty at the rate from five thousand to thirty thousand rubles with confiscation of products which were subject of administrative offense with administrative expulsion out of limits of the Russian Federation or without that or administrative detention for a period of up to fifteen days with administrative expulsion out of limits of the Russian Federation or without that.

1. For the purposes of application of parts 2 - 4 these Articles promotion of drugs, psychotropic substances, their analogs or precursors, the plants containing drugs or psychotropic substances or their precursors is understood as distribution of information and (or) the materials prohibited to distribution by Item 1 of article 46 of the Federal Law of January 8, 1998 to No. 3-FZ "About drugs and psychotropic substances" and article 4 of the Law of the Russian Federation of December 27, 1991 No. 2124-I "About mass media".

2. Provisions of parts 2 - 4 these Articles do not extend to the cases provided by subitems 1 - 4 Items 2 of article 46 of the Federal Law of January 8, 1998 No. 3-FZ "About drugs and psychotropic substances".";

3) in Article 13.41:

a) part in paragraph one 3 words "new potentially dangerous psychoactive agents," to exclude;

b) part in paragraph one 4 words "new potentially dangerous psychoactive agents," to exclude;

4) in Article 23.1:

a) regarding 1 word "parts 1 and 1.1 of Article 6.13" shall be replaced with words "parts 1 - 3 Articles 6.13";

b) regarding 1.5 words "part 2 of Article 6.13" shall be replaced with words "part 4 of Article 6.13";

c) regarding 1.6 words "part 2 of Article 6.13" shall be replaced with words "part 4 of Article 6.13";

d) regarding 2 words "part 2 of Article 6.13" shall be replaced with words "part 4 of Article 6.13";

5) in Article 23.3:

a) regarding 1 word "part 2 of Article 6.13" shall be replaced with words "part 4 of Article 6.13";

b) in part 2:

in Item 1 of the word "part 2 of Article 6.13" shall be replaced with words "part 4 of Article 6.13";

in Item 12 of the word "part 2 of Article 6.13" shall be replaced with words "part 4 of Article 6.13";
