considering that strengthening of cooperation of Parties to the case of fight against terrorism is equitable to interests of the people of state members of the Shanghai Cooperation Organization,

aiming to create the legal basis of the organization and holding joint anti-terrorist actions in the territories of the Parties,

being guided by the Charter of the Shanghai Cooperation Organization of June 7, 2002, the Shanghai convention on fight against terrorism, separatism and extremism of June 15, 2001, the Agreement between state members of the Shanghai Cooperation Organization on Regional anti-terrorist structure of June 7, 2002,

being guided by the national legal system, the conventional principles and rules of international law,

agreed as follows:

Article 1

For the purposes of this agreement the concepts applied in it mean:

"joint anti-terrorist actions" - the events for fight against terrorism held by competent authorities of the Parties on the approved intention and the plan by forces of special anti-terrorist forming in the territories of the requesting Parties;

"special anti-terrorist forming" - the groups of specialists created by each Party according to its legislation for holding joint anti-terrorist actions;
