About introduction of amendments to the Law of Ukraine "About local self-government in Ukraine" concerning enhancement of legal regulation of institute of heads and its activities in the conditions of warlike situation

The Verkhovna Rada of Ukraine decides:

I. Introduce in the Law of Ukraine "About local self-government in Ukraine" (Sheets of the Verkhovna Rada of Ukraine, 1997, No. 24, Art. 170 with the following changes) the following changes:

1. In Article 54-1:

"1. The head affirms as the respective starostinsky district village, settlement, city council for the term of its powers according to the offer corresponding rural, settlement, the mayor brought by results of the public discussion (public hearings, meetings of citizens, other forms of consultations with the public) which is carried out within the respective starostinsky district.

After the termination of powers of village, settlement, city councils of the head continue to perform the powers before statement of new heads according to the procedure, established by this Law.

The nomination (candidates) of the head is made (are submitted) for public discussion (public hearings, meetings of citizens, other forms of consultations with the public) rural, settlement, the mayor also is considered approved with residents of the respective starostinsky district if as a result of public discussion (public hearings, meetings of citizens, other forms of consultations with the public) received (got) support in the starostinsky district with the number of inhabitants:

1) till 1500 - more than 20 percent of votes of inhabitants from total quantity of residents of the respective starostinsky district who are citizens of Ukraine and have the right to vote on elections;

2) from 1500 to 10 thousand - more than 17 percent of votes;

3) from 10 thousand to 20 thousand - more than 14 percent of votes;

4) from 20 thousand to 30 thousand - more than 10 percent of votes;
