Article 5 to add 1) with new part seven of the following content:

"Opening of bank accounts and implementation of other banking activities with participation of foreign citizens and stateless persons, data on which are included in the register of controlled persons, stipulated by the legislation about legal status of foreign citizens in the Russian Federation, except for money transfers for the purpose of payment of the obligatory payments established by the legislation of the Russian Federation, and also money transfers into accounts of such foreign citizens and stateless persons and cash disbursement of money in the amount no more than 30 thousand rubles a month, are prohibited credit institution.";

2) in Article 26:

"References on transactions, accounts and deposits of foreign citizens and stateless persons, data on which are included in the register of controlled persons, stipulated by the legislation about legal status of foreign citizens in the Russian Federation, are provided by credit institutions to the law-enforcement bodies exercising migratory control of stay (residence) in the Russian Federation of foreign citizens and stateless persons on the inquiries sent by heads (deputy managers) of law-enforcement bodies. Law-enforcement bodies and their officials have no right to open to the third parties information obtained from credit institutions according to the Federal Law of July 25, 2002 No. 115-FZ "About legal status of foreign citizens in the Russian Federation", except as specified, provided by the Federal Laws.".

1) in Article 11:

a) third to state part in the following edition:

"The omission through Frontier of the foreign citizen to the country of his nationality can be resolved under the identity document of the foreign citizen and recognized by the Russian Federation in this quality, with the expired effective period or according to the document having technical defects, belonging to the foreign citizen and allowing to identify the identity of the foreign citizen.";

b) add with new part six of the following content:

"When conducting border control the risks assessment possible violations of the mode of Frontier or creation of safety hazard of the state is applied.";

c) add with new parts eight and the ninth the following content:

"Citizens of the Russian Federation on whom in established by the legislation of the Russian Federation procedure the decision on prohibition of departure from the Russian Federation is made are not subject to the omission through Frontier.

The foreign citizen or the stateless person in cases is not subject to the omission through Frontier if:

a) in accordance with the legislation of the Russian Federation concerning the foreign citizen or the stateless person the decision on not permission of entry into the Russian Federation or the decision on prohibition of departure from the Russian Federation - before expiration of the corresponding prohibition or cancellation of the relevant decision is passed;
