"5. And to programs of specialist programme within budgetary appropriations of the federal budget, budgets of subjects of the Russian Federation and local budgets within the established quota have the right to acceptance to training in programs of bachelor degree:

1) orphan children and children without parental support, and also persons from among orphan children and children without parental support;

2) handicapped children, disabled people of I and II groups;

3) disabled people since the childhood, disabled people owing to the military injury or disease got during passing of military service;

4) combat veterans from among persons specified in subitems 1 - 4 Items 1 of article 3 of the Federal Law of January 12, 1995 No. 5-FZ "About veterans".".
