1. Creation and issue of qualified certificates of keys of verification of digital signatures (further - qualified certificates) to the members of the financial market specified regarding the 2nd article 17.2 of the Federal Law of April 6, 2011 to No. 63-FZ "About the digital signature" (further respectively - the Federal Law No. 63-FZ, the applicant), are performed by certification center of the Central bank of the Russian Federation (further - certification center of the Bank of Russia) on a grant basis.
2. Creation and issue of the qualified certificate are performed in case of the appeal of the applicant to certification center of the Bank of Russia based on its application for receipt of the qualified certificate (further - the statement) which is submitted to certification center of the Bank of Russia on paper or the electronic medium of information or goes to certification center of the Bank of Russia in the form of the electronic document and is filled in Russian.
If person addressing for the receipt of the qualified certificate acting on behalf of the applicant (further - person acting on behalf of the applicant), is the foreign citizen, the application is submitted to certification center of the Bank of Russia on paper or the electronic medium of information in case of its personal presence.
