At the same time insufficient security of state bodies with authentic monitoring data on present conditions of climate change, and also shortage of evidence-based analytical and methodical data interfere with carrying out full scientific research in this sphere.

In particular, are absent single state policy on mitigation of the consequences of climate change and adaptation to it, the effective system of interagency coordination, and also remains inert work on monitoring, collection, the analysis, storage and transfer of the relevant data on climate change. In some departments industry strategy on mitigation of the consequences of climate change and adaptation to it is not developed.

Besides, at the insufficient level there are digitalization and implementation of modern technologies to the sphere, process of creation and systematization of the single knowledge base on mitigation of the consequences of climate change and adaptation to it is not organized.

For the purpose of effective solution of the problems connected with climate change, enhancement of internal institutional mechanisms of forming and realization of single state policy on mitigation of the consequences of climate change and adaptation to it and also effective implementation of obligations by the Republic of Uzbekistan under the Parisian agreement:
