About introduction of amendments to the Law of Ukraine "About ensuring participation of civilians in protection of Ukraine" concerning enhancement of procedure for obtaining, declaring and the handling of firearms
The Verkhovna Rada of Ukraine decides:
I. Bring in the Law of Ukraine "About ensuring participation of civilians in protection of Ukraine" of March 3, 2022 No. 2114-IX such changes:
1. Add Article 1 with parts two and third the following content:
"The firearms and ammunition to it received according to this Article are state-owned property and can be in ownership and use of civilians only on the bases and for the period, determined by this Law.
The firearms and ammunition received by civilians to it can be applied by civilians to repulse and control of the armed aggression of the Russian Federation or other states".
2. Add with Articles 1-1 and 1-2 of the following content:
"Article 1-1. The civilian who found firearms, its main parts or ammunition to it shall report immediately National police of Ukraine about such fact according to telephone number of the emergency service 102 or single telephone number 112 and within 24 hours to report them to the authorities of National police of Ukraine by any convenient method for further delivery or declaring or to specify their location for further withdrawal.
Firearms and ammunition to it which were found by civilians and are declared according to provisions of this Law, can be applied by civilians to repulse and control of the armed aggression of the Russian Federation or other states.
Article 1-2. The firearms and ammunition to it received by civilians according to article 1 of this Law and the data about which are absent in registers and bases (banks) of data of the Ministry of Internal Affairs of Ukraine are subject to declaring in bodies of National police of Ukraine.
The found firearms and ammunition to it can be declared by the civilian who found firearms and ammunition to it if such person showed willingness to leave the found firearms and ammunition to it for action of warlike situation according to part two of article 1-1 of this Law.
