considering recovery connecting the East and the West of historical "Silk way" as important factor of strengthening of independence, safety, stability and state cooperation in the region of Central and Eastern Europe, Black Sea Coast, the Caucasus and Central Asia in the new millennium,
condemning as any illegal acts which do not have justification, methods and practice of terrorism where and by whom they would not be performed, including those which threaten friendship between the states and the people threaten territorial integrity, safety and stability of the states, interfere with international cooperation, lead to violation of the rights, fundamental freedoms of the person and democratic basis of society,
recognizing that one of the major problems posing serious threat for stability and safety both in the world in general and in the region of the Great historical "Silk way", is the problem of aggressive separatism, and also being deeply concerned in connection with delay in settlement process of the conflicts in this region and confirming the commitment to their settlement with peaceful means on the basis of relevant resolutions of the UN and decisions of OSCE,
