About introduction of amendments and changes in some legal acts of the Republic of Uzbekistan in connection with further enhancement of estimative activities

In recent years in our country the large-scale reforms aimed at the further development of judicial examination and estimative activities, ensuring rule of law and protection of human rights and freedoms, and also improvement of indicators of our country in the international ratings and indexes are performed.
At the same time today availability of some gaps in the existing acts of the legislation regulating estimative activities requires their review.
In particular, general rules and assessment procedures for court experts and the estimative organizations are not established that creates need of modification and amendments in the corresponding regulatory legal acts.
This Law to the Law of the Republic of Uzbekistan "About estimative activities" makes the change providing possibility of the appraiser to participate also as the expert in the performed by the controlling or law enforcement agencies and other actions only based on the agreement signed between the estimative organization and these bodies.
Besides addition according to which the court experts having length of service at least three years can carry out judicial expertize regarding scientific justification of the methods applied in valuation reports is made to the Law of the Republic of Uzbekistan "About judicial examination". Also, the obligation of the court expert on observance of the established requirements to its conclusion when conducting checks, and also acts of the legislation in the respective area is provided.
This Law will serve elimination of problems when checking reliability of valuation reports, to reducing excessive expenses of citizens, and also implementation of single approach to determination of real property value in the republic.
