Istanbul declaration of the summit of heads of the Turkic-speaking states

of April 27, 2001

The president of the Azerbaijan Republic Heydar Aliyev, the President of the Republic of Kazakhstan Nursultan Nazarbayev, the President of the Kyrgyz Republic Askar Akayev, the President of the Republic of Turkey Ahmet Nezhdet Césaire, the President of Turkmenistan Saparmurat Niyazov and the Chairman of Oliy Majlis of the Republic of Uzbekistan Erkin Khalilov held on April 26 and 27, 2001 in the city of Istanbul the VII Summit of Heads of the tyurkoyazychiy states.

Heads of states,

* emphasizing value of community of history, culture and language, the existing high level of the interstate relations and cooperation in all spheres in the spirit of friendship, equality and respect of mutual interests;

* stating that Azerbaijan, Kazakhstan, Kyrgyzstan, Turkmenistan and Uzbekistan celebrating the tenth anniversary of the independence realize important reforms in the field of policy, economy, social life, the right and other areas, noted significant progress in democratization process, ensuring human rights and creation of infrastructure of market economy that promotes their integration into the world community;

* noting that efforts on strengthening of the existing comprehensive relations with the world community will be continued on the basis of the principles of independence, sovereignty, safety, territorial integrity, immunity of frontiers, equality, non-interference to internal affairs of each other, nonuse of force and threat of force, economic and other methods of pressure;

* aiming at increase in welfare of the people by strengthening of national economies, including effective use of natural resources, and in this regard realizing role and sign of regional cooperation;

* emphasizing advantage of regularly held Meetings of Heads of the Turkic-speaking states and confirming historical importance of declarations of the Summits which took place in Ankara, Istanbul, Bishkek, Tashkent, Astana and Baku;

* confirming commitment to the purposes and the principles of Articles of organization of the United Nations and to provisions of the Helsinki final act and other fundamental documents of OSCE;
