About innovative test platforms in the field of regulation in power
The Parliament adopts this organic law.
This law establishes the legal basis of enforcement of the mechanism of regulation of innovations in the field of power for carrying out preliminary testing by creation of innovative test platforms in the field of regulation in power for the purpose of creation and development of innovative products, technologies, services, business models and new approaches in the field of production, transfer, distribution, storage of energy from renewable sources, delivery and energy consumption.
(1) the Subject of this law are creation of favorable legal regime for promotion, supports and – depending on circumstances – provisions of departures from the regulating base in connection with implementation of innovative activities in the field of power, and also determination of role of the Government, central industry body of public management in the field of power and the Commission for innovative test platforms in the field of regulation in power for accomplishment of this task.
(2) Provisions of this law are applied to innovative test platforms in the field of regulation in power which are of public interest and promote ensuring protection and safety of consumers, and also is promoted creation of innovative products, technologies, services, business models and new approaches in the field of production, by transfers, distributions, storages of energy from renewable sources, deliveries and energy consumptions.
Approval of the innovative test project in the field of regulation in power is performed according to this law in case of observance in total of the following eligibility criterions:
