About modification of some Presidential decrees of the Russian Federation

1. Bring in the Presidential decree of the Russian Federation of March 5, 2022 No. 95 "About temporary procedure for obligation fulfillment before some foreign creditors" (The Russian Federation Code, 2022, No. 10, Art. 1472; 2024, No. 2, Art. 393; No. 16, Art. 2210) following changes:

a) in Item 6:

in the subitem "an" of the word "the foreign creditors who are not called in Item 1 of this Decree" shall be replaced with words "the nonresidents who are not foreign creditors";

add the subitem "b" with words ", except as specified, 8(1) and 9 these Decrees provided by Items 8,";

b) state Item 8 in the following edition:

"8. Execution by debtors of obligations to residents, before the nonresidents who are not foreign creditors if after March 1, 2022 (other date determined by the Board of directors of the Central bank of the Russian Federation concerning some categories of persons) foreign creditors yielded right to claim according to such obligations or were owners of financial instruments (persons performing the rights on financial instruments) on whom obligations are fulfilled, it is performed according to the procedure, provided by this Decree. At the same time requirements of this Item do not extend to obligation fulfillment on securities (except as specified, stipulated in Item 8(1) these Decrees) before residents, before the nonresidents who are not foreign creditors before the nonresidents meeting at the same time the requirements of subitems "an" and "b" of Item 12 of this Decree in the presence of one of the following conditions:

a) obligation fulfillment on securities is performed based on permissions, stipulated in Item 11 these Decrees;
