At the same time persons mentioned in this subitem are implied as persons to whom the highest class rank was appropriated during substitution of managerial positions of the public civil service and municipal service of the Kyrgyz Republic and who do not hold any state or municipal positions now.";

- state Item 42 in the following edition:

"42. The president of the Kyrgyz Republic issues the Decree on deprivation of the highest class rank in cases:

- introductions in legal force of the court verdict about application of punishment in the form of deprivation of the highest class rank;

- availability of false information in materials for assignment of the highest class rank.
