About measures for optimization of migratory processes in the Kyrgyz Republic

For the purpose of further enhancement of system of public administration and control migratory processes in the Kyrgyz Republic, being guided by Articles 66, 71 Constitutions of the Kyrgyz Republic, I decide:

1. To the Cabinet of Ministers of the Kyrgyz Republic:

- develop measures for optimization of the procedures of document creation regulating procedure for stay in the territory of the Kyrgyz Republic of foreign citizens by the principle of "Single window" and implementation of labor activity by them in the territory of the Kyrgyz Republic;

- review procedure for distribution of republican quota for attraction of foreign labor power with suspension of procedures of commission consideration, stipulated by the legislation in the field of external labor migration;

- based on the Electronic Visa platform of single system of accounting of external migration to develop the single document presenting to foreign citizens, except for tourists, the right of stay and implementation of labor activity in the Kyrgyz Republic;

- implement the document "Permission to Attraction and Use of Foreign Labor Power" and collection of the state fee for it;

- develop and implement the mechanism of collection of the guarantee fee from the employers attracting foreign labor power by allocation of part of means from the paid state fee and use of means of the guarantee fees for ensuring administrative expulsion of the foreign citizens who violated the migratory law of the Kyrgyz Republic;

- strengthen the personal responsibility of heads of the educational organizations (irrespective of patterns of ownership) according to the legislation of the Kyrgyz Republic for persons who arrived on visa support of the educational organization;
