About rendering humanitarian support to the population of certain districts of the Donetsk and Luhansk regions of Ukraine

For the purpose of protection of rights and freedoms of man and citizen, rendering humanitarian support to the population of certain districts of the Donetsk and Luhansk regions of Ukraine and non-admission of further decrease in level of living in the conditions of the continuing economic blockade and deterioration in situation as a result of spread of new koronavirusny infection (COVID-19), being guided by the conventional principles and regulations of international humanitarian law, I decide:

1. To the government of the Russian Federation in a month:

a) provide according to the procedure of exception for the period before political settlement of situation in certain districts of the Donetsk and Luhansk regions of Ukraine based on the Minsk Agreement:

recognition in the Russian Federation valid the certificates of origin issued by bodies (organizations) which are actually operating in the territories of the specified areas;

the admission on equal terms with goods of the Russian goods origin, the specified areas occurring from, for the purpose of implementation of purchases of goods for ensuring the state and municipal needs and purchases of goods with separate types of legal entities;

non-use of quantitative restrictions of export and import concerning goods which movement is performed through frontier of the Russian Federation in the territory of the specified areas or from such territories (except for separate types of goods);

b) determine the list of separate types of goods to which action of the paragraph of the fourth subitem "an" of this Item does not extend;

c) determine check points through frontier of the Russian Federation through which movement of the goods provided by the paragraph the fourth the subitem "an" of this Item is performed;

d) provide entering into the legislation of the Russian Federation of the changes necessary for implementation of this Decree;

e) bring the acts into accord with this Decree;

e) take other measures necessary for implementation of this Decree.
