in Rules of functioning of system of centralized management of networks of the telecommunications of the Republic of Kazakhstan approved by the specified order:

"4-1. Registration of the international points of joint of networks of satellite communication of the foreign operators of satellite communication who are in the territory of foreign state, organized through land networks of telecommunications is performed according to Items 10 and 11 of these rules.
4-2. Operators of satellite communication provide connection of the subscriber device of the satellite communication with land station of the operator of the satellite communication which is in the territory of the Republic of Kazakhstan and attached to single network of telecommunications of the Republic of Kazakhstan.
In case of connection of the subscriber device of satellite communication with land stations of the foreign operator of satellite communication, being in the territory of foreign state, the outgoing traffic of the subscriber device of satellite communication is redirected on land station of the operator of the satellite communication which is in the territory of the Republic of Kazakhstan through the secure channels of communication passing through the registered international point of joint.
