About modification and amendments in the order of the acting minister of the industry and infrastructure development of the Republic of Kazakhstan of March 7, 2023 No. 141 "About approval of Rules on anti-icing protection of the aircraft on the earth"

I ORDER:

1. Bring in the order of the acting minister of the industry and infrastructure development of the Republic of Kazakhstan of March 7, 2023 No. 141 "About approval of Rules on anti-icing protection of the aircraft on the earth" (it is registered in the Register of state registration of regulatory legal acts at No. 32037) the following changes and amendments:

in the Rules on anti-icing protection of the aircraft on the earth approved by the specified order:

Action of these rules extends to operators of aircrafts, physical persons and legal entities which perform anti-icing processing of aircrafts in the territory of the Republic of Kazakhstan or under authority of which are civil airfields, airfields of joint basing and use of the Republic of Kazakhstan.";

7) to state the subitem in the following edition:

"7) the quality assurance program of anti-icing protection of the aircraft on the earth - the program combining all aspects necessary for demonstration of observance of requirements of these rules and the established standards, ensuring control of such observance, continuous improvement of anti-icing protection of the aircraft on the earth and consisting of set of the procedures, guidelines and processes documented in managements which guarantee that aircrafts do not take off with snow-ice deposits on critical surfaces;";

13) to state the subitem in the following edition:

"13) qualified personnel - the trained personnel which had theoretical and practical training and allowed by the operator of the aircraft, the service provider of land servicing or the operator of airfield (the last two concern service providers on anti-icing processing) to accomplishment of certain work type on anti-icing protection of the aircraft on the earth;";
