In recent years in the country the reforms aimed at providing equality and transparency in land relations, reliable protection of land rights and their transformation into market asset are undertaken.
At the same time there is need of establishment of the legal basis of transfer by the lessee of the rights and obligations (sublease) on the leasable parcels of land of agricultural purpose to other person and further enhancement of conditions of provision of the parcels of land.
This Law makes changes and additions to the Land code of the Republic of Uzbekistan and other laws of the Republic of Uzbekistan providing possibility of transfer by the lessee of the rights and obligations (sublease) on the leasable parcels of land of agricultural purpose to other person without change of the purpose of use of the parcel of land, and also implementation of electronic online auctions instead of open electronic tender by provision in lease of the parcels of land of agricultural purpose.
Besides, payment of means by the lessee is provided in the Government budget of the Republic of Uzbekistan by provision of the parcels of land directly in lease to the physical persons and legal entities performing the large investment project determined by selection of the best offer.
This Law will serve ensuring equality and transparency in land relations, and also further enhancement of conditions of provision of the parcels of land in lease.
