About additional measures for further improvement of quality and efficiency of preschool education

For the purpose of providing continuity and succession of preschool education and general secondary education, further improvement of quality and efficiency of preschool education, stimulation and support of the representatives of private sector performing activities in this sphere and also widespread introduction of innovations, the advanced pedagogical and digital technologies in educational process:

1. Approve offers of the Ministry of preschool and school education:

a) about development within the state educational program of preschool education of the educational and methodical materials directed on:

development of cognitive, psychomotor and social skills in children of younger and average groups;

forming of cognitive, communicative and creative competences at children of the senior groups and groups of preschool preparation;

b) about implementation since 2026/2027 academic years:

practice of maintaining by the preschool educational organizations in the Management information system preschool education of the card of development of the child;

issues to the children who ended groups of preschool preparation, the electronic certificate on passing of year preschool preparation on the basis of their card of development.

2. To the ministry of preschool and school education till August 1, 2025:

enhance the state educational program of preschool education on the basis of international standards;

provide succession and compliance of training programs of groups of preschool preparation and primary education;

place in the Management information system preschool education the electronic resources, audiovisual products and educational and methodical materials developed within the state educational program of preschool education and also create possibility of open and free entry to these materials;
