About the harmonized system of determination of goods origin, exported from customs area of the Eurasian Economic Union

The state members of the Eurasian Economic Union which are hereinafter referred to as with state members

based on the Agreement on the Eurasian Economic Union of May 29, 2014 and the Agreement on the Customs code of the Eurasian Economic Union of April 11, 2017,

recognizing need of enhancement and development of the system of confirmation of goods origin applied in state members

based on the principles of publicity and nondiscrimination of participants of foreign trade activity,

aiming at ensuring application of single approaches in ranges of definition, certificates and the confirmations of goods origin which are exported from customs area of the Eurasian Economic Union (further - the Union),

being guided by the conventional rules of international trade,

agreed as follows:

Article 1. General provisions

For the purpose of ensuring unity of approaches to determination, the certificate and confirmation of goods origin in case of their export from customs area of the Union the harmonized system of determination of goods origin, exported from customs area of the Union is applied.

Article 2. Determinations

For the purposes of this agreement concepts which mean the following are used:

"verification" - establishment of authenticity of the certificate of origin and (or) reliability of the data containing in the document on goods origin;

"the verifying body" - the body of state member authorized in compliance with the legislation of state member on verification implementation;

"the declaration on goods origin" - the business or any other document concerning the goods which are exported from customs area of the Union, and containing the data on goods origin declared by the producer, the seller or the sender of state member in connection with its export from customs area of the Union;

"the document on goods origin" - the declaration on goods origin or the certificate of origin;
