About modification of some orders of the Government ("First house Plus")

The government DECIDES:

1. In the Order of the Government No. 202/2018 about approval of the Provision on implementation of the State program "First house" (Official monitor of the Republic of Moldova, 2018, Art. No. 68-76, 233), with subsequent changes, to make the following changes:

1.1. in the resolution Items 2 and 2-1 to recognize invalid;

1.2. in the Provision:

1.2.1. in Item 3 in the concept "state guarantee" the text "in the ratio 50%" to replace with the text "in the ratio 50%, 65% or 70% (depending on the size of share of the state guarantee)";

1.2.2. state Item 6 in the following edition:

"6. For receipt of mortgage loan within the Program the physical person shall correspond in total to the following criteria:

1) to be citizen of the Republic of Moldova;

2) to be resident of the Republic of Moldova in the value determined in Item 5) of article 5 of the Tax Code No. 1163/1997;

3) the beneficiary and/or his spouse / spouse shall have the official income gained in the Republic of Moldova for payment of mortgage loan. The ratio between monthly fee plus interest rate and commission on guarantee and total net income of the beneficiary and his relatives of the first degree of relationship and/or the spouse / spouse of the beneficiary who participate the income in repayment of mortgage loan as the co-debtor is calculated according to rules of responsible crediting of National Bank of Moldova and cannot exceed 70%;

4) on the date of the request for mortgage loan the beneficiary or his spouse / spouse has no housing as exclusive property or together with other family members or:

a) owns no more than one housing, irrespective of method and date of its acquisition which living space less or is equal to 50 square meters; or

b) has housing as exclusive property or together with other family members, irrespective of its living space, located in the village or in the commune, except for villages and communes of municipium of Chisinau;
