Procedure for development, approval, financing and use of the research works organized by Electrical power Council of the CIS

1. General provisions

1.1. This Procedure for development, approval, financing and use of results of the research works organized by Electrical power Council of the CIS (further - the Procedure), is prepared according to the decision of the 29th meeting of Electrical power Council of the CIS (items 4 Items 8.3 of the Protocol No. 29 of 19:05. 2006).

1.2. The Procedure purpose - to promote implementation of the Agreement on ensuring parallel work of electric utility systems of the State Parties of the CIS of November 25, 1998 and, first of all, to creation of normative and technical base of regulation of relations in the field of power industry of the states of the Commonwealth in these conditions and to accomplishment of the research works organized by Electrical power Council of the CIS.

1.3. Scientifically - research works within Electrical power Council of the CIS shall be directed to preparation of mutually agreed regulations, regulations and rules on providing regime, technical and technological conditions of parallel work of electric utility systems.

2. Scope of research works and forming of the Plan of NIR of Electrical power Council of the CIS

2.1. The subject scientifically - research works is created by Executive committee of Electrical power Council of the CIS (daleeispolnitelny committee) on the basis of the List of the normative and technical documents (NTD) approved by Electrical power Council of the CIS in accordance with the established procedure, orders of Council of Heads of Government and CIS Economic Council, and also offers of governing bodies of power industry of the states of the Commonwealth on the solution of the important problems which are of interest to members of Electrical power Council of the CIS.

2.2. Executive committee on the basis of item 2.1. this Procedure develops the draft of the Plan of the research works organized by Electrical power Council of the CIS (further - the Plan of NIR), in form according to appendix.
