Article 1. No. 1594-XII "About veterans" to be reworded as follows the law of the Republic of Belarus of April 17, 1992:
About veterans
This Law establishes legal status and measures of social protection of veterans and other persons to whom operation of this Law, for the purpose of creation of the conditions providing them worthy life, vigorous activity, honor and respect in society extends.
1. The relations in the field of establishment of legal status and measures of social protection of veterans and other persons to whom operation of this Law extends are regulated by the legislation on veterans, and also the international treaties of the Republic of Belarus and other international legal acts containing obligations of the Republic of Belarus.
2. The legislation on veterans is based on the Constitution of the Republic of Belarus and consists of this Law and other acts of the legislation.
3. If the international treaty of the Republic of Belarus establishes other rules, than those which are provided by this Law then are applied rules of the international treaty.
1. Operation of this Law extends to the citizens of the Republic of Belarus, foreign citizens and persons without citizenship who are constantly living in the Republic of Belarus, belonging to the categories of veterans or to other persons to whom operation of this Law extends.
2. Measures of social protection of the foreign citizens and stateless persons who are temporarily living or temporarily staying in the Republic of Belarus, belonging to the categories of veterans specified in articles 6-8 of this Law are determined by international treaties of the Republic of Belarus.
State policy concerning veterans and other persons to whom operation of this Law extends, provides:
promoting of high state importance and public importance of fair military service and labor activity, value of the state awards for fighting and labor merits;
implementation of measures of social protection, provided by acts of the legislation;
development and implementation of actions of state programs in the field of social protection;
allocation from republican and local budgets of necessary means for financing of costs for implementation of actions of state programs in the field of social protection.
The expenses connected with implementation of this Law are financed by means republican and (or) the local budgets, the budget of state non-budgetary fund of social protection of the population of the Republic of Belarus and other sources which are not prohibited by the legislation.
1. Taking into account merits in case of protection of the Fatherland, faultless military service and long honest work the following categories of veterans are established:
1.1. veterans of the Great Patriotic War, including disabled people of the Great Patriotic War;
1.2. combat veterans in the territory of other states, including disabled people of fighting in the territory of other states;
1.3. veterans of military service;
1.4. veterans of law-enforcement bodies, Investigative Committee, State committee of judicial examinations, bodies and divisions for emergency situations, bodies of financial investigations of the State Control Committee, bodies of prosecutor's office, justice and courts;
1.5. veterans of work.
2. Treat other persons to whom operation of this Law extends:
2.1. disabled people owing to wound, contusions, mutilations or diseases got in case of fulfillment of duties of military service (service duties);
2.2. members of families of the died (dead) in case of execution of military (office) obligations;
2.3. persons which were injured from war effects.
1. Treat veterans of the Great Patriotic War:
1.1. participants of the Great Patriotic War:
the military personnel including transferred to the reserve (resignation), passing military service or who was temporarily in the military units, headquarters and organizations which were part of field army (fleet) in the period of the Great Patriotic War and also during other combat operations on protection of the Fatherland, guerrillas and underground workers of the Great Patriotic War;
the military personnel including transferred to the reserve (resignation), faces of the commanding and ordinary structure of law-enforcement bodies and state security agencies, serving during the period the Great Patriotic War in the cities, participation in which defense is set off in length of service for award of pension on favorable terms, the military units of field army established for the military personnel;
the faces of civilian structure of the Soviet Army, Navy, troops and law-enforcement bodies, state security agencies occupying in the period of the Great Patriotic War the established posts in the military units, headquarters and organizations which were part of field army or which were during this period in the cities, participation in which defense is set off in length of service for award of pension on favorable terms, the military units of field army established for the military personnel;
intelligence officers, counterintelligence and other persons performing special tasks in military units of field army, in the back of the opponent or in the territory of other states in the period of the Great Patriotic War;
persons who were involved as a part of special forming in mine clearing of the territories and objects after release from the German occupation in 1943-1945;
the workers of special forming of the National commissariat of means of communication, National commissariat of communication, floating structure of harvesting and transport courts and flight and lifting structure of aircraft of the National commissariat of fish industry of the USSR, sea and river fleet, flight and lifting structure of aircraft of Head department of the Northern Sea Route transferred to the period of the Great Patriotic War on provision of the military personnel and who were carrying out tasks of field army (fleet) within rear borders of the acting for the benefit of fronts (operational zones of the fleet);
