About introduction of amendments to the order of the acting minister on investments and development of the Republic of Kazakhstan of February 24, 2015 No. 187 "About approval of Rules of certification and issue of the certificate of the validity of airfield (helidrome)"

1. Bring in the order of the acting minister on investments and development of the Republic of Kazakhstan of February 24, 2015 No. 187 "About approval of Rules of certification and issue of the certificate of the validity of airfield (helidrome)" (it is registered in the Register of state registration of regulatory legal acts for No. 12052) the following changes:

in the Rules of certification and issue of the certificate of the validity of airfield (helidrome) approved by the specified order:

in Item 3:

3) to state the subitem in the following edition:

"3) the operator of airfield (helidrome) - physical person or legal entity of the Republic of Kazakhstan, and also other state according to the international treaties ratified by the Republic of Kazakhstan which uses airfield (helidrome) on the property right or other legal causes;";

11) to state the subitem in the following edition:

"11) certified inspection - the check of airfield (helidrome), its structural divisions, the equipment, operational procedures, engineering procedures performed by authorized organization for content and operation of airfield (helidrome), documentation of organizational structure, and also competence of specialists of the applicant on compliance to certified requirements;";

"4. The purpose of certification of the validity of airfield (helidromes) is safety of flights of aircrafts (further - AF) on the earth and in air, and also safety of airfield (helidrome) for life and human health, protection of property of citizens and the environment.

The operator of the certified airfield (helidrome) provides compliance to the certified requirements imposed to the operator of airfield (helidrome).

In case of certified inspection the operator of airfield (helidrome) shows capability and means, and also financial and economic provision and legal capacity, for observance of requirements on:

1) to providing the physical and technical characteristics established to objects of airfields (helidromes) of civil aviation;

2) to procedures of operation, including:

submission of airfield data;

inspection of working area of airfield (helidrome elements);

maintenance of working area of airfield (helidrome elements);

protection against snow and ice accretion and dangerous weather conditions in airfield (helidrome);

control of obstacles;

procedures in the conditions of limited visibility;

electrolighting ensuring flights;

management of the dangers created by birds and wild animals for flights of civil aircrafts;

planning of actions on case of emergency environment in airfield (helidrome);

rescue ensuring flights;

removal of the airplane which lost capability to move;

operation of vehicles in airfield (helidrome);

the organization of activities on the platform;

safety management of activities on the platform;

to safety management of flights.

5. Certified requirements provide availability at the operator of airfield (helidrome):

1) the responsible (first) head having powers on allocation of the financial resources necessary for ensuring activities in airfield (helidrome). The responsible head provides the organization and maintenance of effective management system with activities in airfield (helidrome);

2) the head(s) responsible for management and control of productive activity in airfield (helidrome) and maintenance and repair of objects of airfield (helidrome), special equipment, means and the equipment (further - technical directors);

3) inspector (manager) on safety of flights responsible for development, maintenance and daily administration by safety management system of flights. The inspector (manager) on safety of flights is independent of any heads of the organization and has direct access to the responsible head and heads of the organization for safety issues of flights, directly submits to the responsible head;

4) chiefs of services, divisions, changes which quantity is commensurable with amount of activities, tasks and obligations taking into account organizational structure and number of personnel;

5) organizational structure, the staff list confirming sufficiency of specialists for activities implementation;

6) proper competence at the personnel performing operational activities, maintenance of objects of airfield (helidrome), means and the equipment, management of activities in airfield (helidrome) according to appendix 9 to these rules which preparation corresponds to standard programs of professional training of the aviation personnel participating in safety of the flights approved by the order of the Minister of Transport and Communications of the Republic of Kazakhstan of September 28, 2013 No. 764 (it is registered in the Register of state registration of regulatory legal acts for No. 8785);

7) management on ensuring professional training of personnel of the operator of airfield (helidrome);

8) the approved job descriptions determining obligations and responsibility of administrative board and specialists;

9) the approved master plan, on at least, than 5 years, the development of infrastructure of the airport and land use containing detailed stages and the list of priority tasks, including the plan of realization. The master plan is developed by the operator of airfield on the basis of information on economic feasibility, forecasts of transportations, the current and future requirements imposed, in particular, by operators of aircrafts and also periodically reviewed taking into account amount of air traffic in airfield (for the airfields servicing the international airborne transportations) and approved with local executive bodies;

10) the operator of airfield (helidrome) of the Management approved as the first head on airfield (helidrome) (further - the Management) which is approved with authorized organization. The management is developed according to provisions of these rules, DOC 9774 AN\969 "Management on Certification of Airfields" IKAO, DOC 9981 "Rules of aeronautical servicing. Airfields" IKAO, DOC 9261 "Management on helidromes";

11) safety management systems of flights and the approved Control directive safety of flights, including the description of system of documentation on safety of flights, approved with authorized organization;

12) quality management systems of aeronautical data and the aeronautical information relating to airfield activities;

13) agreements with contract organizations if part of the activities of the operator of airfield entering scope of the certificate of the validity of airfield (helidrome) is performed by contract organizations (maintenance and repair of objects, the equipment and special equipment of airfield (helidrome), collection of aeronautical data, personnel training, rescue ensuring flights, designing of objects of airfield (helidrome));

14) internal control systems of observance of certified requirements, requirements established in airfield (helidrome), rules and procedures as the operator of airfield (helidrome), so by the third and contract organizations performing activities in airfield (helidrome);

15) instructions for interaction (coordination) with services of the organizations of civil aviation;

16) the approved emergency plan for the organization and carrying out wrecking;

17) airport committee, the working group on safety of flights, the working group on safety of the transactions on landing strip (further - the runway) formed according to regulatory legal acts in the field of civil aviation;

18) technical means, the equipment, special equipment, buildings and rooms, individual protection equipment for activities implementation which condition meets safety requirements allows to carry out necessary tasks and functions effectively.
