1) paragraph one of part 1 of Article 3.5 after words "parts 1 - the 5th Article 15. Part 2 of Article 19.5.2" to add 39, with words ", parts 3 and 4 of Article 19.23";

2) in paragraph one of part 6 of Article 18.9 of the word "stateless persons -" shall be replaced with words "stateless persons, except as specified, provided by parts 3 and 4 of Article 19.23 of this Code, -";

3) in Article 19.23:

a) in part 1:

4. Repeated making of the administrative offense provided by part 3 of this Article -

attracts imposing of administrative penalty on legal entities at the rate from ten million to sixty million rubles with confiscation of tools of making of administrative offense.";

4) paragraph one of part 2 of Article 19.27 after words "host party" to add with the words "except as specified, provided by parts 3 and 4 of Article 19.23 of this Code"; 

5) in Article 19.30.1:

a) in paragraph one of part of 1 word "the organization included in the list of the organizations performing educational activities" shall be replaced with words "the public institution included in the list of public institutions established by the Government of the Russian Federation";

b) recognize part 2 invalid;

c) part in paragraph one "the organization included in the list of the organizations performing educational activities" shall be replaced with words 3 words "the public institution included in the list of public institutions established by the Government of the Russian Federation";

d) part in paragraph one "the organization included in the list of the organizations performing educational activities" shall be replaced with words 4 words "the public institution included in the list of public institutions established by the Government of the Russian Federation";

e) in paragraph one of part 5 of the word "the organization included in the list of the organizations performing educational activities" shall be replaced with words "the public institution included in the list of public institutions established by the Government of the Russian Federation";

6) in Article 19.30.2:

Article 2

1. This Federal Law becomes effective from the date of its official publication, except for Items 5 and 6 of article 1 of this Federal Law.

2. Items 5 and 6 of article 1 of this Federal Law become effective after thirty days after day of official publication of this Federal Law.
