About introduction of amendments to the Federal law "About Protection and Encouragement of Capital Investments in the Russian Federation"

Bring in the Federal Law of April 1, 2020 No. 69-FZ "About protection and encouragement of capital investments in the Russian Federation" (The Russian Federation Code, 2020, No. 14, Art. 1999; 2021, No. 1, Art. 33; No. 27, Art. 5172; 2022, No. 27, Art. 4627; No. 48, Art. 8320) following changes:
1) regarding 1 Article 2:
a) add with Item 3.1 of the following content:
"3. 1) the main subject of the investment project - the real estate unit (including entering complex of the objects of personal and real estate connected among themselves) which is not object of the providing or accompanying infrastructure, and (or) results of intellectual activities and (or) means of individualization equated to them operated (used) for activities implementation (including on production of goods, performance of works, rendering services) for the purpose of generation of profit and (or) achievement of other useful effect as a result of implementation of the investment project;";
b) add with Item 5.1 of the following content:
"5. 1) measures of direct state support - the subsidies provided according to the budget legislation of the Russian Federation:
a) the organization realizing the project, for the purpose of financial provision (compensation) of costs in connection with implementation of the investment project and (or) creation (construction), reconstruction, upgrade of the main subject of the investment project and (or) objects of the providing and (or) accompanying infrastructures. The measure of the state support specified regarding 1 article 15 of this Federal Law provided in the form of subsidy does not belong to measures of direct state support;
