About additional measures for support of producers and creation for them ample opportunities in public procurements

For the purpose of effective implementation of the reforms determined by Strategy "Uzbekistan - 2030", execution of the priority tasks designated within the fourth open dialogue of the President of the Republic of Uzbekistan with entrepreneurs spent on August 20 the current year, and also providing favorable competitive environment for producers when implementing public procurements, supports of their participation in these processes:

1. Implement the open and transparent Ecosystem of producers providing the following directions of the offer producers of the goods made by them since January 1, 2025:

development of the industrial card about producers by regions and goods;

establishment of cooperation bonds between the state customers and producers, and also between producers and creation of opportunity for the conclusion of ofteyk-contracts;

the organization of free trading floor in shape "маркетплейс" in the B2B and B2C format;

purchase of goods by the state customers in priority procedure at the producers included in the Ecosystem of producers, except for purchases within projects with participation of the international financial institutions and the foreign government financial organizations on which the separate procedure is established.

Determine the Ministry of Economics and finance the organization responsible for complete implementation and ensuring steady functioning of the Ecosystem of producers.

2. Determine that:

for the purpose of further expansion of participation of producers in public procurements the system of work "тадбиркорбай" on the basis of the principle "public procurements - help to business" takes root;

employees of bodies of economy and finance, treasuries together with assistants to hokim conduct address work with each entrepreneur who is engaged in productive activity and render them assistance in active participation in public procurements;
