Article 1. Subject of regulation of this Law

1. This Law governs the relations connected with ensuring silence and time of rest of the population.

2. Provisions of this Law do not extend to actions physical, legal and officials:

- directed to prevention of offenses, prevention and mitigation of consequences of accidents, natural disasters, other emergency situations, carrying out the urgent works connected with ensuring personal and public security of people and functioning of critical public infrastructure;

- on work which suspension is impossible on technological conditions according to project and construction documentation;

- in case of departure of religious cults within canonical requirements of the corresponding faiths, including reading adhan;

- when holding mass public actions, including official, sports, sporting, cultural events and ceremonies.

Article 2. Objects (rooms) and the territories which are subject to protection against violation of rest of citizens and silence

The rooms and the territories which are subject to protection against violation of silence for the purpose of ensuring rest of the population treat:

- apartment houses, hotels, hotels, hostels and house adjoining territories;

- zones of building by individual apartment houses;

- the territories and premises of the organizations of education and health care, and also the organizations rendering social, rehabilitation, sanatorium services;

- the territories and premises of the organizations rendering services in temporary placement and (or) ensuring temporary stay of citizens.

Article 3. Ensuring silence and rest of the population

1. And in the rooms which are subject to protection during the periods of time established by this Article treat the actions which are intruding upon silence and leisure of citizens in the territories:
